The headline (a term perhaps relevant if one thinks this work is not just fine art but also communication art) is an abstract directive encouraging the viewer to contemplate the condition of an implied something (i.e., whatever) and entertain the notion that such condition is a "change, especially in the amount or level of something" [i.e. the whatever], the quoted content part of Oxford's definition of 'variation'. To asess the difference, at least two points are needed.
